Hákon jarl réð Noregi allt hið ytra með sjá og hafði hann til
forráða sextán fylki. En síðan er Haraldur hinn hárfagri
hafði svo skipað að jarl skyldi vera í hverju fylki þá hélst
það lengi síðan. Hafði Hákon jarl sextán jarla undir sér.

Svo segir í Velleklu:

Hvar viti öld und einum,

jarðbyggvi, svo liggja,

það skuli her um hugsa,

hjarl sextán jarla?

Þess ríðr fúrs með fjórum

fólkleikr Héðins reikar

logskundaðar lindar

lofkenndr himins endum.

Meðan Hákon jarl réð fyrir Noregi þá var góð árferð í landi
og góður friður innanlands með bóndum. Jarl var vinsæll við
búendur lengsta hríð ævi sinnar. En er á leið þá gerðist það
mjög að um jarl að hann var ósiðugur um kvennafar. Gerðist
þar svo mikið að, að jarl lét taka ríkra manna dætur og
flytja heim til sín og lá hjá viku eða tvær, sendi heim síðan
og fékk hann af því óþokka mikinn af frændum kvinnanna og
tóku bændur að kurra illa svo sem Þrændir eru vanir, allt það
er þeim er í móti skapi.
