Aside from the metrical irregularity this produces, it does not make a great deal of sense after opt. Skj B encloses opt harðla in inverted commas and in the translation describes the l. as forvansket ‘corrupted’. Only one, early C19th, ms., 1765ˣ, not listed among the variants here, reads harðliga, and this is probably a scribal emendation.
